Poor feasibility study mares Delta Mass Transport Scheme

The much celebrated Delta Mass Transport
Scheme may have taken a nose dive down south as recent revelation by the State Commissioner for Transport, Mr. Ben Igbakpa states that the Internally Generated Revenue base of the Delta State Government from its transport sector may not be achieved this fiscal year.
Igbakpa, who briefed journalists at the Unity Hall, Government House, Asaba, on Tuesday, lamented how the purpose for which they were bought was defeated.

According to Igbakpa, they were purchased for intra-city transit but the cost of maintaining them is not commensurate to what they remit on daily basis.
In his analysis, he said the state’s Directorate of Transport, in line with the state’s vigorous pursuit for improved collection of IGR, had been generating enough from its operations but that it has only generated N45, 949,775.00 in the 2012/2013 fiscal year.
He said even the 130 units of 18 seater Toyota Hiace buses from the additional 605 distributed to the Delta Line Transport Services for the state Urban Transportation Programme, were not maintained,
wondering why about only 60 remained functional.

He said: “Since what they (Marcopolo buses) remit on daily basis could not meet the cost of maintaining them, thence you see the buses laying-fallow there.
“What we have resolved to be using them for are state’s ceremonies and functions.
“Instead of going to hire buses at exorbitant prices, we will be using them to convey people to and fro to the venue.”
While Igbakpa lauded Governor Emmanuel Uduaghan for constructing 25 concrete landing jetties across the riverine areas of the state, establishing the School of Marine Technology at Burutu and purchasing
boats for riverine transportation, he said paucity of funds had cut short the activities of the directorate.
He said the boats were not distributed because of the fear that they may be ferried away to unknown destination by unscrupulous elements, disguising as authentic waterway transporters.
The 50 Marcopolo buses and 130 boats for the riverine communities that the State Executive Council approved millions of naira to procure during the 2011 fiscal year to kick-start and boost the existing Mass Transit Programme, are still lying fallow at the Commissioner’ Quarters, Asaba, the state capital, without patronage.
